New version 2.9.10 fixes Chaturbate reliability and startup rate limiting issues

Hello everyone, we are happy to release version 2.9.10! This is a relatively small patch to fix Chaturbate recording issues.
- Reverts Chaturbate to use the original recording method that is more reliable and once again works with sound.
- Adds a server-side toggle to change Chaturbate to use the newer hls format if they once again stop supporting the original one
- Changes model states to all be initially set to "Canceled" when the app restarts. This will help with rate-limiting issues during a restart.
