New version 2.9.16 released with fix for missing segment files and metadata I/O optimization

Hello everyone, 2.9.16 is now released! This contains a couple fixes and optimizations.

Changes:

• Fixes issue for some Windows setups where files cannot be found in the tmp-hls directory. This was causing some recordings to end too soon.
• Adds improved caching for the metadata generation in the file scan loop. This can reduce I/O usage on some systems.

Note for Windows users: updating from inside the app does not always work, so you may need to download the new version and unzip it over the old version, or into a new directory.
