Version 2.8.3 of CaptureGem released with more bug fixes for timezones

Dear community,
I am happy to announce that CaptureGem version 2.8.3 is now available! This is a bug fix release for European and other non-US time zones:
- There was an issue for timezones with a + in the date, where it was messing up the URL parsing in the request data being sent by CaptureGem.exe to recorderd.exe. This correctly encodes the file names to fix the issue.
